Fak.Ekonomi UGM Yogyakarta    ABSTRACT  Performance appraisal is an importance function for conducting a  successful human resource management practices, such as promotions,  compensations, trainings and developments, etc. This paper proposes an  understanding of the factors, which cause the performance appraisal function  within an organization being ineffective. Seven factors have been identified,  including undefined goals of the appraisal clearly, poorly defined appraisal  system, poorly supported appraisal system, inappropriate appraisal system,  appraisal activities as annual ritual, poorly communicated appraisal system, and  un-monitoring appraisal system.
